I got everything with the obstacles but I don't know how to make the game over when either all of the torus objects or all of the obstacles have sunk.

I've done this exercise! Make a variable that increments every time it hits a ring. Then use a "While the world is running" event to check to see if that variable equals the total number of rings. If it does, do whatever method to end the game.

I was going to say just use variables. Make it when one object sinks, a variable that detects that changes to one. Do that for all of them and make an event thats shows if all the number = 20 or however many objects you have, do some game over method
