Cannot Download Alice 3.0 Beta

I have installed Alice 2.2 which was a zip file. Alice 3 Beta is an actual installation process but it won't complete. The file downloads fine. This installer loads fine. However, when it starts to install the actual application I get a screen saying it cannot connect to the registry server. ??

Actual message says:
"The installation wizard failed to connect to the registry server."

The message is in the top of a window that wants me to put in some sort of Proxy settings. I don't have any. I have broadband internet connection through my cable company and have never had any problems downloading anything including Alice 2.2. The entire install process is fine up to this point.

The Alice Installer says
failed:http://www.alice.org/downloads/insta...,windows,1.jar

Can someone please help me with this. I would really like to install the beta version but as you can see I cannot. Any help would be greatly appreciated.
