If you're looking to make an NPC, you need to be a bit more specific than that. You're going to have to specify if you want an environmental NPC (i.e someone that just stands around and makes your worlds look less deserted), a player oriented NPC (i.e someone that attacks the player, takes cover, runs from the player or any other action that depends on what the player is doing) or a dialogue NPC (i.e a character that gives orders or quests, teaches controls, or is somehow informative to the player). If you can give us a better idea of what you're looking for, I'd be happy to help, and I'm sure the rest of the community would be too.
