Is there a way to control lights and light sources. Say, I have a closed room with no lights but I want it to be dark inside and then outside I want it to be light. Is there a way to do this?

Or, can I set the lighting low for the whole world really low so that it is dark and then is there a way to make light come out from an object such as a light that would light up an area?
