do you just want it to be a top view like an arcade? Cause then you can just pull up your computers paint program and draw it. Then just open Alice and export billboard and make it lie down on the ground. If you want to make a 3d follow the car game, with hills and all, then you will have to do it all by hand and it will take a while.
